Biden was not president when he got those papers, He was vice-president, and while he might have had legal access, he in no way could declassify them, or remove them from SCHIF. They are illegally acquired – stolen documents. He may be president now he was not then. It may be an interesting question to ask if he can now declassify them. I am not a legal scholar, but I would like to see that addressed.
